Rwanda National Police, working with the Professional Community Watch (Irondo ry’Umwuga), had spent five days from February 4 to February 9, monitoring a large drainage channel in Nyamirambo where two suspected thieves had taken refuge after committing robberies.
The incident occurred near St. Charles Lwanga Catholic Church, where suspects allegedly snatched handbags and mobile phones from members of the public, mainly targeting women and girls. After the thefts, they reportedly fled into a major drainage channel located in Mumena Cell, which carries rainwater from surrounding roads.
According to police and local residents, the drainage channel has multiple entry and exit points, some of which are not well known, making it a preferred hiding place for criminals.
One of the suspects emerged from the drainage channel on the third day, visibly weak from hunger and thirst. He reportedly asked for water and was immediately arrested by police officers who had secured the area. His accomplice remained inside the drainage channel for several more hours before later coming out and being apprehended.
Eyewitnesses said one of the suspects was seen forcefully snatching a handbag from a woman who was on her way to work early in the morning. The victim attempted to hold onto the suspect’s leg, but he kicked her and escaped into the drainage channel.
Residents expressed concern over repeated incidents in the area, especially at night. Some said they feared pursuing suspects into the drainage channel due to the risk it poses to life.
A local resident, Gisele Irakoze, 24, told The New Times that the suspects had been using the drainage channel as a hideout after stealing phones and handbags. She added that continued police surveillance would discourage criminals from using the area as a refuge.
Another resident, Kabera Daniel, called on relevant authorities to strengthen security measures, particularly during nighttime hours.
Kigali City Police spokesperson, Chief Inspector of Police (CIP) Wellars Gahonzire, said police opted for patience rather than force to avoid unnecessary risk.
“The suspects fled into the drainage channel, and police decided to secure all possible exit points and wait. One suspect was arrested on Wednesday, and the second later emerged. This approach helped us avoid the use of excessive force,” he said.
Police confirmed that one suspect is accused of stealing a Google Pixel phone, while the second suspect, identified as Felix, allegedly stole a woman’s handbag containing a Tecno phone and cash.
