

The Rwanda Utilities Regulatory Authority (RURA) has issued a public statement confirming that it is aware of ongoing and recurring issues affecting several key services provided by MTN Rwanda.
These include disruptions in voice calls, SMS (text messaging), USSD services (such as mobile banking and airtime recharges), as well as problems related to the exchange of data between different service providers (interconnect traffic).
In accordance with regulatory procedures, RURA has summoned MTN Rwanda’s leadership for a meeting scheduled on Tuesday at 9:00 AM.
The purpose of the meeting is to address these service failures and demand concrete measures from the telecom giant to improve service quality and prevent future disruptions.
This latest development comes amid growing public frustration over the reliability of telecommunications services in Rwanda, particularly as MTN remains the dominant player in the market.
The regulator’s move signals an effort to hold providers accountable and ensure better service delivery for consumers.
On Sunday, July 27, 2025, MTN Rwanda announced that it experienced a technical issue affecting the entire country, making it difficult to make calls and use its USSD codes.
MTN stated: “Our technical team is working urgently to restore all services. We apologize for the inconvenience caused and thank you for your patience.”
Some MTN Rwanda subscribers continued to complain that when they tried to call others, they were told “This number does not exist,” or that they were unable to send text messages.
Later, around 11:00 PM on July 28, MTN Rwanda announced that the issue affecting calls and USSD codes had been resolved, and thanked its customers for their patience.
